Confirmed. Had the same issue. Ironically, the chimney belonged on the half that was missing, so there was a floating chimney block offset from the half house in the version I saw.

Some people cant afford the whole house all at once.

The other half will come next year when they can make the payment (apocalypse is no excuse to not pay your mortgage)

Found a related issue in 9.1

One house spawned within the spawn zone of another house. When I entered the livingroom, there was a car there, probably placed where the driveway of the other house was supposed to be. The back door entered into the garage of the house behind. I took pictures but haven't mastered posting them in messages yet.

Yep, brand new world with 9.1

I then created a new 9.1 world and you can see the result of the prefab spawning:
